Absolute criminal liability in crimes threatening public health

Abstract

Crimes that threaten public health are considered important crimes. Such crimes have wide victims. Also, due to the high volume of criminals who cannot be identified in most cases, it makes the criminal fight against it more difficult, most of the damages caused by the perpetrators are irreparable and the governments are not able to compensate the damages. Due to the fact that the main criminals are hiding behind the managers of these crimes, it is necessary to foresee absolute criminal responsibility for the main perpetrators.

The materials were analyzed using the analytical-descriptive method. The research started with a brief definition of absolute criminal responsibility; Although this discussion did not have a practical aspect; In the following, we will examine the criteria of absolute responsibility and the reasons for its supporters and its effects
The challenges were discussed and at the end, the absolute criminal responsibility of the government in crimes threatening public health was studied, in order to point out some of the problems and briefly address its weaknesses.
