The departure of elites, causes and solutions

Abstract

Considering the importance, role and position of elite people and superior talents in the development of countries, especially in the field of science, art and technology production, elite management is essential. In fact, today, knowledge resources and, accordingly, knowledge-based human resource systems are considered as the most important assets of a country. The management of the elites of the country should be in the form of a coherent system in which the system of discovery and identification, recruitment and selection, support and support, training and development, retention, application and guidance is used in an integrated and synergistic manner. In this article, after a comprehensive definition of the elite, the four reasons for the departure of the elite from the country, which include political, managerial, economic, cultural, social, and specialized scientific reasons, are discussed, and finally, solutions to prevent this are proposed.
